"Inalienable right to be free from hunger and malnutrition"
was proclaimed in the Universal Declaration on the Eradication of Hunger and Malnutrition adopted by the World Food Conference in 1974. It was reaffirmed and adopted by the World Food Summit at the level of Heads of State or Government held in Rome from 13 to 17 November 1996. The Director-General of the UN Food and Agriculture Organization (FAO), Dr. Jacques Diouf, in his opening speech to the 20th FAO Regional Conference for Europe in Tel Aviv, called for a global action on hunger and malnutrition to ensure the fundamental human right to food. Thus, "Food for All Campaign" is not disputed by anyone. As always, the devil is in the detail how to go about to implement it.

This web site was constructed in firm conviction that the present socio-economic system can not continue in its present form into the next century. It has been kept alive by hot and cold wars, by post-war reconstruction, public works programs, job creation at the expense of environment, built-in obsolescence, pressure sales and creative bookkeeping. These measures will not work in the 21st century. Full-scale employment and world wars are out of the question. Our environment will not accept any further abuse and the consumer will draw the line to his conspicuous consumption and give himself over to more noble pursuits. Furthermore, the unemployed and HUNGRY will destabilize the complacency of the well-to-do in our society.

The Prepaid Staple Food Plan is at this time the only radical, viable and detailed proposal for a social change in the next millennium that is being put on the table. There are no others.

These questions were raised and answered in National Issues Forum, conducted by The Globe & Mail, in e-mail addressed to me personally and in my informal discussions of this topic with those who were interested. There seems to be general unwillingness, inability, or lack of interest to think about new ways in which a society could be organized. It appears that the majority of people feel more comfortable to play around with familiar concepts and seek a solution to our economic woes by constantly rearranging them and hoping against hope to find therein the silver bullet.
